Why do people do this?

If you can go to the effort of picking it up then surely it can't be much more effort to take it home and bin it. Apart from looking untidy these little bags cause problems for both livestock and horses which can be serious.
Each year farmers lose some of their livestock to these bags that have been ingested and cause problems in the gut, this can be avoidable as it seems to be down to lazyness or stupidity
